Claim. Satan cannot perpetrate evil unilaterally. He requires an object partner with whom to form a common base and engage in give-and-take action. His chain is: Satan → evil spirits in the spirit world → spirit selves of evil humans on earth → their physical selves. The Last-Days “bottomless pit” confinement of Satan means he has no remaining counterpart through which to act.

Elaboration. Per 4.2. Satan’s Activities in Human Society: Satan accuses people before God (as he did Job), but “even Satan cannot perpetrate his evil activity unless he first finds an object partner with whom he can form a common base and engage in give and take action.” The evil-spirit-to-earthly-person chain is illustrated by Satan entering Judas Iscariot (3) and Jesus calling Peter “Satan” (Matt 16:23). The Bible calls the spirits of evil earthly men “angels of the devil.”

The restoration implication is structural rather than martial: “To realize [the Kingdom on earth], it is necessary for all humanity to eliminate their common base with Satan, restore their common base with God, and engage in give and take action with Him.” When no counterpart remains, Satan is functionally bound. The Revelation 20 bottomless-pit prophecy is this counterpart-elimination, not a quasi-physical jail.

Critically, God endowed humans and angels with freedom and “cannot restore them by force.” Of their own free will, humans must bring Satan to voluntary submission by upholding God’s Word and fulfilling responsibility. This is why “the history of the providence of restoration has been repeatedly prolonged.”
