Claim. Since the ocean covers three times more area than land and conceals untouched mineral and biological wealth, sovereignty over the sea — not the land — will determine which civilization leads the coming age.
Elaboration. SMM frames the ocean as an unowned frontier: “the ocean is a treasure chest of amazing and unlimited resources” (1.2. Unlimited resources from developing the ocean bed, 128-254, 1983.8.28). The competitive logic is explicit: “Until now, people have fought to gain possession over the routes that ships travel across the oceans, but they have not fought to gain ownership over the things that exist under the sea” (128-246, 1983.8.28). He pushes Unification Church members toward coastal pioneer settlement: “That is why I am telling Unification Church members to move into coastal areas, however you can, even if you have to sell your house to do it” (294-172, 1998.6.14). The wager is that whoever masters the underwater frontier first becomes the providential owner of the next civilization stage — “Who will be the master of the ocean?” (263-18, 1994.8.16).
